Diverse Services and Technical Resources (DSTAR) LLC is self-certified and registered with the U.S. Small Business administration as a Woman-Owned Small Business (WOSB). DSTAR has developed its proficiencies in partnering small businesses to become a viable, competitive and efficient provider of services.
Performance: Among its current and past performances, DSTAR has served as a prime and subcontractor. Among key performances include but are not limited to:
- Subcontractor to ENSYNC Diversified Management Services Inc. on federal, state and commercial projects that include program monitoring, evaluation of programs and services, report writing, training, technical assistance provision, program development, professional facilitation and administrative services.
- DSTAR provided compliance monitoring of court-ordered service provider agencies across Florida. (for Florida Department of Children and Families)
- Labor support for manufacturing and distribution of fiberglass enclosures e.g. safety and weather-proofed boxes for backflow prevention devices (sizes 43 inches through 15 feet) and air scrubber enclosures for Dunco Manufacturing of Laurel Hill, Florida.
- Contractor to the U.S. Army Corps of Engineers to facilitate initial and follow-on pre-construction and update meetings.
Personnel: DSTAR’s Chief Executive Officer is Beck Dunn has more than 30 years in agencies directly serving victims of violent crime, particularly within non-profit (501 C-3) domestic and sexual violence centers. Ms. Dunn served as program manager and executive director in local centers as well as statewide agencies. She honed her contract-related skills not only as awardee of federal and state funding, but as a pass-down funder to other agencies. Ms. Dunn became a trainer/educator and technical assistance provider nationally and internationally for such agencies as the U.S. Department of Justice, the U.S. Department of Health and Human Services and the U.S. State Department.
Among her specific experiences, Ms. Dunn co-owned a fiberglass manufacturing plant for more than 20 years and gained valuable experience in such topics as shipping, logistics, marketing and quality control processes.
Finally, for nearly nine years, Ms. Dunn worked as Chief Operating Officer of ENSYNC Diversified Management Services, a Florida-based government contracting agency. In this capacity, Ms. Dunn managed the operations on numerous contracts that involved DSTAR's primary and secondary NAICS codes. Ms. Dunn managed a contract between ENSYNC and the U.S. Department of Energy’s subcontractor Savannah River Nuclear Solutions. She also managed projects awarded by the U.S. Department oif Housing and Urban Development, U.S. Department of Health and Human Services, U.S. Department of Education and several U.S. Military entities.
In 2013, as she founded DSTAR, Ms. Dunn’s insight was to become aligned with the U.S. Small Business Administration in order to compete on a national level while putting disenfranchised and unemployed workers to work. DSTAR self-certified its status as a Woman-Owned Small Business and an Economically Disadvantaged Woman-Owned Small Business in 2013.
Currently, DSTAR has more than 20 employees as well as several subcontractors.
